In Holland we use like 0.5 billion Euro's in tax money to support our public broadcast system. We have not one organization that spends all of that cash, but many different organizations that all represent some opinion or group in our diverse society. Each one of those organizations can grow if they get enough members to support them. A member pays around EURO 5,00,- in fees to support the org of choice. Once in a while the organizations all campaign to recruit more souls. The more souls paying the 5euro, the more time on the net they get and the more money to make programs. The cost for getting a new member is on average around 15euro, so for each new member the tax payer looses 10euro. This system is so terrible fucked up, that I wonder how much longer this system is going to stay in office. The makers of great programs have nothing to say about the cash that can be burned and the fragmentation on the public net is so intense that consensus between the parties is like trying to get all religious leaders to agree.
